What is a License Plate Replacement in Rhode Island?
License plate replacement is conducted outside the regular renewal cycle. The Rhode Island Department of Motor Vehicles considers it a separate transaction with its own fee, triggered by loss, theft, damage, illegibility, moving from another state, or a change in vehicle class.
- Rhode Island divides the transaction into two paths. License plate remake retains your existing number; the DMV manufactures a new copy and mails it. License plate change retires the old number and assigns a new one from stock (RI DMV lost or damaged plates).
- Most passenger and commercial vehicles have two plates, front and rear (R.I. Gen. Laws § 31-3-18). Motorcycles and trailers have only one rear plate. A remake replaces the full set for a single fee; a plate change is charged per replacement.
- Renewal fees do not apply. Replacement has its own fixed fee, listed in the fee section below.
When Do You Need to Replace Your Rhode Island License Plate?
Owners must apply “immediately” if a plate is lost, damaged, or illegible (R.I. Gen. Laws § 31-3-36). The law does not set a specific deadline for damaged or faded plates.
- Lost or stolen plates require either a police report filed with local law enforcement or a completed Affidavit for Cancellation of Registration for Lost Plates. The DMV accepts either document; neither is exclusively mandatory. Any remaining plate must be surrendered before new ones are issued.
- Damaged, faded, or physically broken plates are subject to replacement. Display rules under § 31-3-18(b) require each plate to be clearly legible and free of foreign materials. Violations incur a $100 fine under the violation schedule in § 31-41.1-4.
- Vehicles arriving from out of state require Rhode Island plates within 30 days of establishing residency (RI DMV moving from out of state page).
- A change in plate type (e.g., from passenger to commercial) also requires a plate change, processed on form TR-1.
How to Get a Replacement License Plate in Rhode Island
Before choosing a channel, decide whether you need a remake (same number, damaged or worn plate still in hand) or a plate change (new number needed when plates are lost or stolen).
- In person: bring the current registration certificate to any DMV branch (Cranston, Middletown, Wakefield, or Woonsocket) or to a Rhode Island AAA office (members only). A plate change requires a completed TR-1 form. Surrender old plates at the counter; if both are missing, provide either a police report or the Affidavit for Lost Plates mentioned in the trigger rules above. All DMV branches operate by appointment only.
- By mail: print the Application for Plate Remake, include a copy of the current registration certificate and a check or money order payable to RI DMV, and send to: Division of Motor Vehicles, Attn: Plates, 600 New London Avenue, Cranston, RI 02920. New plates will arrive in six to eight weeks.
- The online channel covers remakes only. One sentence about what the portal checks: your plate number, plate type, and mailing address registered with the DMV.
Can You Replace Rhode Island License Plate Online?
Yes, for plate remakes only. The RI DMV plate remake portal accepts requests to manufacture your existing plate number or switch to another plate design. Plate changes (new numbers) required for lost or stolen plates must be processed in person.
The portal accepts credit cards (Visa, MasterCard, Discover, American Express). Orders are processed within three business days, and plates are mailed in six to eight weeks. The system shuts down Saturday night through Monday morning and briefly each weekday morning.
Drivers needing a new plate number must reserve a visit to any DMV branch. AAA members can process both remakes and plate changes at Rhode Island AAA offices. For those who prefer mail, the remake package includes:
- A completed Application for Plate Remake, signed by the registered owner
- A copy of the current registration certificate
- Payment by check or money order payable to RI DMV, sent to: 600 New London Avenue, Cranston, RI 02920
If the portal covers your situation, use it; otherwise, reserve an in-person appointment.
