Rhode Island License Plate

What is a Rhode Island License Plate?

The Rhode Island Division of Motor Vehicles, part of the Department of Revenue, issues license plates and manages vehicle registration in accordance with R.I. Gen. Laws Chapter 31-3. Drivers register at state DMV branches or, for select renewal transactions, through AAA offices.

The current general design is the “Ocean State” wave plate, a fully reflective plate that began reissuance on July 1, 2022. Plates are reissued to each vehicle at least once every ten years according to § 31-3-33.

Types of License Plates in Rhode Island

  • Standard plate (Ocean State wave), issued automatically upon registration. Replacement of one plate costs $23.50; replacement of two plates costs $43.50.
  • Charity plates cover causes, organizations, and universities for $43.50 for the initial order and $33.50 for reissuance. $20 from the initial fee goes to the named charity. This is equivalent to specialty plates in the state.
  • Vanity plates add $120 to the biennial registration fee for passenger vehicles. Orders are made through the Rhode Island DMV vanity plate portal.
  • Disabled veteran plates have no initial or renewal fees for veterans with 100% service-connected disability, limited to one set per veteran for vehicles weighing up to 12,000 pounds GVWR.
  • Antique plates are available for vehicles 25 years or older, renewed every two years, and require submission of an antique affidavit to the DMV.

The full catalog of plates is available on the Rhode Island DMV charity plates page.

What Vehicles Require License Plates in Rhode Island?

Every motor vehicle, trailer, and camper operated on Rhode Island highways must have valid registration. New residents have 30 days from moving to the state to title and register, according to the Rhode Island DMV new resident guide. Passenger registration is on a biennial (two-year) basis.

  • Passenger vehicles receive two plates. The biennial base fee is weight-based: $60 for vehicles weighing 4,000 pounds or less, increasing (e.g., $96 for 5,001 to 6,000 pounds). Additionally, a $40 DOT fee and a $3.50 technology fee apply for the two-year period, according to Rhode Island DMV registration and title fees.
  • Motorcycle renewals cost $47.50 for two years, with one rear plate.
  • Trailers receive one rear plate for a fee based on weight, plus a DOT fee equal to half the trailer registration fee.
  • Commercial vehicles are registered annually by the same weight, plus a $20 annual DOT fee and a $3.50 technology fee.
  • Starting in 2026, electric vehicles must pay $200 annually, plug-in hybrids $100, and non-plug-in hybrids $50, added to the standard registration total according to the Rhode Island DMV fee change notice.

License Plate Rules in Rhode Island

  • Most passenger and commercial vehicles require two plates, one front and one rear. Motorcycles, trailers, and dealer vehicles display one rear plate. The 2026 amendment to R.I. Gen. Laws § 31-3-18 exempts vehicles manufactured and delivered without a front bracket; the second plate must be inside and shown upon request.
  • Plates must be mounted horizontally, at least twelve inches from the ground, free of foreign materials, and readable from 100 feet in daylight according to § 31-3-12. Frames, covers, or coatings that obscure letters, numbers, or stickers violate the display rule.

Is Driving Around with No License Plate in Rhode Island Illegal?

Operating a vehicle without displaying assigned registration plates is a violation under R.I. Gen. Laws § 31-3-18(c). The statute treats both missing and improperly mounted plates as the same offense.

Operating a completely unregistered vehicle is a separate civil offense under § 31-3-1. Driving with expired registration falls under § 31-3-32, which carries its own fine in the state’s traffic violation schedule.

What is the Penalty for Driving Without a License Plate in Rhode Island?

Rhode Island addresses plate and registration violations through its traffic tribunal system according to R.I. Gen. Laws § 31-41.1-4. Fines remain civil but quickly accumulate when multiple violations overlap.

  • Display violation (missing or improperly mounted plate) incurs a $100 fine according to the § 31-41.1-4 schedule, referencing § 31-3-18.
  • A plate failing the visibility standard under § 31-3-12 (unreadable at 100 feet, obscured by foreign material) also incurs a $100 fine as a separate item.
  • Expired registration is a $100 fine under § 31-3-32. The DMV fine schedule lists this alongside the display violation, and both may be cited at one stop.
  • Operating an unregistered vehicle under § 31-3-1 is a civil offense with penalties determined by the traffic tribunal.
  • Failure to carry proof of insurance, often cited alongside plate violations, adds a separate $500 fine under R.I. Gen. Laws § 31-47-9.
