Eligibility for Rhode Island License Plates
Residents who keep a vehicle in Rhode Island for more than 30 days must register it with the Rhode Island Division of Motor Vehicles. R.I.G.L. § 31-7-1 establishes this period and applies equally to vehicles brought from another state.
- Residence: The 30-day period begins on the date the vehicle is parked or stored overnight in the state. Military personnel stationed in Rhode Island but registered elsewhere may retain their home state registration.
- Vehicle: Passenger cars, trucks, motorcycles, motorized bicycles, trailers, and motorhomes require registration. Vehicles with a salvage title must pass a salvage inspection at the DMV before license plates are issued. Titles are required for all model year 2001 and newer vehicles.
- Applicant: An Application for Registration (Form TR-1) must be completed and proof of Rhode Island insurance provided. All applicants must appear in person or have notarized signatures on the TR-1.
- License Plate Categories: Disabled veteran, POW, Purple Heart, veteran, and Gold Star veteran plates have no initial plate fee and require proof of qualifying military service. National Guard plates cost $23.50 plus $5 for reissuance. Vanity plates on the “Ocean” background start at $69.50; “Sailboat” design plates cost $48.50.
How to Get a License Plate in Rhode Island?
An appointment is required for first-time registration at a DMV branch in Cranston, Middletown, Wakefield, or Woonsocket. AAA Northeast offices also process new registrations by appointment.
- Bring the original title (or MCO for new vehicles), proof of Rhode Island insurance, a completed Form TR-1, and payment for registration fees, title, and 7% sales tax.
- Used vehicles and out-of-state transfers must pass a safety and emissions inspection in Rhode Island within five days of registration. The combined inspection costs $55 for passenger vehicles with a GVWR up to 8,500 pounds and is valid for 24 months. New vehicles are exempt for two years or 24,000 miles.
- Pay all fees at the DMV counter. The agent issues two license plates and a registration card during the visit. Titles for vehicles with liens are mailed to the lienholder.
- Renewal occurs every two years for passenger vehicles and motorcycles, annually for commercial vehicles. The DMV sends renewal notices before expiration. Owners may renew online, by mail, or via drop box at any DMV branch. Unpaid municipal vehicle tax blocks renewal until cleared by the local tax assessor.

Passenger renewals cover two years. Motorcycles pay 13peryear($47.50 for a two-year renewal cycle, including the technology fee).
- Each registration includes a $20 annual DOT fee plus a $3.50 technology fee per transaction. BEV owners pay an additional $200 annually, PHEV owners $100, and non-plug-in hybrids $50.
